After serving five months on the Western Front in France, he returned in March 1916 to speak in the House of Commons in London where he was still a Member of Parliament. Winston Churchill was appointed Minister of Munitions on 17 July 1917 in a Liberal-Conservative coalition government. His role was to oversee the supply and arming of troops. He believed that the tanks could make a difference. The armistice was signed on 11 November 1918 ending four years of war which saw the mobilization of more than 42 millions of allied soldiers against 25 millions of hostile ones. In January 1919, he was appointed War Secretary with the role of organizing demobilization. He was involved in the negotiations for the Treaty of Versailles, which decided on the sanctions to be imposed on Germany for starting the First World War. Winston Churchill tried to impose an aggressive policy against the Bolshevism that had emerged in Russia in 1917 but he was not followed by his government, who preferred to restore trade relations with them. In 1921 he was promoted to Secretary of State for the Colonies and signed the treaty that founded the Irish Free State.
