Wilhelm II was the German emperor who ruled Germany during the First World War (emperor from June 15, 1888 to November 9, 1918). He was perceived as bellicose because he encouraged militarism and ruled in an authoritarian manner. He developed a navy and did not oppose to the nationalist movements.
